In the US as well: right is for standing, left for walking. This is very much an accepted and very reasonable compromise when dealing with a public transportation facility (as opposed to, say, a mall), where some people may be in a hurry to get where they are going. There's no reason to take offense that someone behind you may need to move ahead.

People who complain about this longstanding custom need to seriously consider whether city life is for them.

In UK, for example, it's clear as ice: right=stay, left=pass. However, I remembr a debate in Mtl a few years back where the city officials were thinking of banning walking on the escalator due to potential of injuries. I'm not sure whether any decision has been taken - I'm sure they are having a committee as we speak.
